Everyone deserves to live in a warm, dry home but this can be difficult for some low income, vulnerable or fuel poor households. Luckily, there are measures which have been put in place to address this issue, including the Energy Company Obligation (ECO4) Scheme.

The government has worked with consultants from the Energy Company Obligation and the ECO4 Scheme was launched in 2022, replacing the former ECO3 scheme which started in 2013. What is the ECO4 Scheme?

ECO4 is a government energy efficiency scheme, designed to tackle fuel poverty and reduce carbon emissions across Great Britain. It helps low income, vulnerable or fuel poor homes to access funding for an upgraded heating system. Under ECO4, medium and large energy suppliers fund the installation of energy efficient systems in British households.

Each obligated supplier has a target to meet (based on their share of the domestic energy market) and they work with installers to introduce energy efficient measures to British homes. These include things like loft or wall insulation, or heating measures.

Eligibility for the ECO4 Scheme

Payment thresholds have been removed from the qualifying criteria so qualifying is based solely on receipt of certain benefits. These include:

● Pension Credit Guarantee Credit Element

● Income Related Employment and Support Allowance (ESA)

● Income based job seekers allowance (JSA)

● Income Support

● Working and Child Tax Credits

● Carers Allowance

● Disability Living Allowance

● Personal Independence Payment

● Child Benefits (See Income Threshhold)

● Child Tax Credits
